4-6-3: WAIVER OF FEE:
If the possessor of a fire alarm or fire sensor establishes to the satisfaction of the Spring Valley City Council a reasonable explanation for why the fee provided for in section 4-6-2 should not be imposed, the Spring Valley City Council shall have the authority to waive the fees set forth in section 4-6-2 of the Spring Valley City Code.
