Every male person above the age of eighteen (18) years who shall be present at a fire shall be subject to the orders of the officer in command at such fire and shall render all assistance in his power, and in such a manner as he may be directed in the extinguishment of the fire, and in the removal of and protection of property, and any person refusing to obey such orders, shall upon conviction be fined in any sum not exceeding two hundred dollars ($200.00), provided no person shall be bound to obey any such officer, unless such officer's official character shall be made known to such person.
