3-12-10: INSPECTION ACCESS:
If the owner of any vacant building or other person in control of a vacant building fails or refuses to consent to free access and entry to the vacant building under his or her control for any inspection pursuant to this chapter, the building inspector or his or her designee may apply to the Circuit Court for a search warrant or other appropriate court order authorizing such inspections. However, except in emergency situations, no application for such search warrant shall be made without first making a reasonable effort to secure access and entry to the vacant building through the owner or the owner's property agent identified by the owner of the vacant building.
