3-10-6: NOTICE TO THE BUILDING INSPECTOR:
In addition to the contractor and subcontractor certificates of compliance required by the immediately preceding section of this chapter, the owner or general contractor for any new residential construction project within the corporate limits of the city of Spring Valley must provide at least forty eight (48) hours' notice to the Spring Valley plumbing inspector so as to allow the plumbing inspector to review the plumbing work leading into the basement of the structure prior to the pouring of the basement or floor slab and prior to covering the rough-in plumbing construction with drywall or plaster. The owner or general contractor shall also provide at least forty eight (48) hours' notice to the Spring Valley building inspector so as to allow the inspector to review the work at the following milestones: a) the structural framing, electrical and HVAC rough-in construction prior to covering the construction with drywall or plaster; and b) a final inspection upon completion of construction. The Spring Valley building inspector shall obtain written confirmation from the appropriate contractor, subcontractor and/or tradesman at each inspection verifying that the work to date has been performed in compliance with all building codes adopted by the city of Spring Valley.
