3-10-4: PLAN REVIEW FEE:
A developer seeking approval of a final plat of subdivision must pay to the city of Spring Valley a plan review fee based upon the following percentages of total construction costs (which shall consist of, but not exclusively limited to, curb and gutters, sidewalks, pavements, sanitary sewer system, storm sewer system, water distribution system, stormwater detention facilities, parkway trees, landscaping, street lighting, plus soil erosion control measures) as estimated by the city engineer for the city of Spring Valley and approved by the city of Spring Valley planning commission in the amounts as follows: a) one percent (1%) of the construction cost for the first fifty thousand dollars ($50,000.00) of construction costs; b) three-fourths of one percent (0.75%) of the next two hundred thousand dollars ($200,000.00) of construction costs between fifty thousand one dollars ($50,001.00) and two hundred fifty thousand dollars ($250,000.00); and c) one-half of one percent (0.5%) of construction costs over two hundred fifty thousand dollars ($250,000.00).
These fees shall be paid at the time the developer requests a permit application or requests a plan commission hearing whichever occurs first and shall be placed by the city clerk into an escrow account to cover plan review costs. Upon completion of review, the city engineer shall present a summary of charges to the city and at which time funds shall be withdrawn from the escrow account and placed in the general account of the city for payment of plan review charges. Any funds remaining in escrow after review shall be returned to the applicant. (Ord. 1447, 2-15-2010)
