3-10-1: PERMIT FEES:
   (A)   All applicants for building permits for new construction in the city of Spring Valley shall be charged a building permit fee calculated at the rate of thirty cents ($0.30) per square foot for all new construction up to five thousand (5,000) square feet, and at the rate of fifteen cents ($0.15) per square foot for all construction between five thousand one (5,001) and one hundred thousand (100,000) square feet. Any applicant for a building permit for new construction in the city of Spring Valley in excess of one hundred thousand (100,000) square feet shall be charged a building permit fee in an amount to be negotiated between the city of Spring Valley and the developer, builder or owner which shall not be less than the fees set forth in this chapter for the first one hundred thousand (100,000) square feet of construction, but which would be subject to negotiations for any additional fees for a construction project greater than one hundred thousand (100,000) square feet.
   (B)   All applicants for a building permit for new construction of an accessory building up to one hundred fifty (150) square feet, driveway paving, swimming pools or demolition shall be charged a flat rate of twenty dollars ($20.00) per building permit.
   (C)   All applicants for building permit for the erection of a fence in the city of Spring Valley shall be charged a building permit fee calculated at the rate of fifteen cents ($0.15) per linear foot of fence with a minimum building permit fee of twenty dollars ($20.00).
   (D)   All applicants for building permits for new sign construction in the city of Spring Valley shall be charged a building permit fee of twenty dollars ($20.00) per sign.
   (E)   All applicants for building permits for a structural alteration adding square footage to an existing structure in the city of Spring Valley shall be charged a building permit fee calculated in the same manner as the fees for new construction, subject to the requirement that any building permit issued for a structural alteration shall have a minimum fee of one hundred fifty dollars ($150.00).
   (F)   All applicants for building permits for the installation of residential solar energy systems shall be subject to both an electrical inspection by a qualified electrical inspector chosen by the City of Spring Valley and a structural inspection by the Spring Valley building inspector after the residential solar energy system has been installed to ensure its proper installation. The home owner shall pay a fee of two hundred fifty ($250.00) dollars to the City of Spring Valley to defray the cost of these inspections. The electrical inspector shall review the residential solar energy project to ensure the following requirements have been completed in accordance with all applicable provisions of the National Electric Code:
      1.   Electrical wiring meets the national code and it is installed in a professional manner;
      2.   All solar energy devices are Underwriter Laboratory approved;
      3.   Installation of the residential solar energy system follows all manufacturer's guidelines and recommendations;
      4.   The installation of the residential solar energy system has been completed by a qualified installer;
      5.   The homeowner has reported the installation of the residential solar energy system to the utility supplying electrical power to the site; and
      6.   The homeowner has reported the installation of the residential solar energy system to the fire department having fire jurisdiction over the site and notified the fire department of the disconnect locations for the residential solar energy system.
      7.   Any homeowner using batteries to store solar energy for future consumption must provide for proper ventilation and comply with all installation and maintenance provisions of the battery manufacturer.
