There is hereby adopted by the city of Spring Valley for the purpose of protecting the public health, safety and welfare in buildings used for one- and two-family dwelling purposes those certain housing codes known as the CABO one- and two-family dwelling code, latest edition, and the international residential code for one- and two-family dwellings, latest edition, including any amendments, deletions or additions thereto incorporated into said CABO one- and two-family dwelling code or the international residential code for one- and two-family dwellings after the passage of the ordinance codified herein or any revisions of this chapter. If the CABO one- and two-family dwelling code or the international residential code for one- and two-family dwellings, allows for more than one option for the construction or design of any structure, the most restrictive option shall apply, unless permission to deviate from the most restrictive option is granted to the applicant by the Spring Valley city council, after review and recommendation by the Spring Valley city engineer, Spring Valley building inspector or the Spring Valley fire chief, as appropriate.
