3-1-3: FIRE MARSHAL DUTIES:
It shall be the duty of the Fire Marshal to perform responsible management, technical and administrative work in developing, implementing and managing a comprehensive fire prevention and loss management program. The position shall be a part time position with compensation of two hundred dollars ($200.00) per month. The Fire Marshal position is not under the jurisdiction of the Fire Department. The Fire Marshal shall perform the following duties which are intended to be examples of, but not an exhaustive list of, the Fire Marshal's duties:
   (A)   Code interpretation, assistance to building inspector and City Engineer as requested.
   (B)   Code review and recommendation:
      1.   Review and evaluate code updates and fire safety conditions, and State Fire Marshal directives as they are disseminated, considering Federal, State and local codes applicable to fire safety, and make recommendations to policies, procedures and ordinances. Recommend changes to City codes that will be affected, furnish information regarding code updates to City officials, Building Inspector, City Attorney, Fire Chief and Fire Department Training Officer.
      2.   Assist the Fire Department and other City departments with ISO documentation when requested.
      3.   Maintain library of applicable code, and fire prevention and loss management documentation as it pertains to the Fire Marshal position. Participate in webinars updating various codes affecting building construction, fire safety and fire suppression.
   (C)   Plan review for compliance with Fire Codes:
      1.   Perform comprehensive review of plan documents, and assist other City departments when meeting with architects, engineers, contractors, other building and development related persons to review and discuss construction activities and City loss management programs for all development and remodeling projects.
      2.   Conduct field inspections of construction projects related to fire and life safety issues in conjunction with the building inspector and the City Engineer.
      3.   Review and sign off on sprinkler system plans, and witness final sprinkler system tests. Provide information, test results, location of system components to the Fire Department.
      4.   When requested by the Fire Chief, review incident reports for guidance in code review when a code violation or violations are involved in a fire event.
   (D)   Other duties:
      1.   Assist with flow testing of water mains when requested for fire flows required and building sprinkler applications in conjunction with the City Engineer and the City Public Works Superintendent. Determine fire flow required for new systems with sprinkler contractor and installer.
      2.   Attend safety seminars and hazard review meetings to obtain current information as required. Subscribe to publications related to fire prevention and safety of the public and fire responders.
      3.   Maintain log of activities and present to City Council on regular basis.
      4.   Assist in training of other personnel in fire prevention and related technical areas as related to Fire Marshal position.
      5.   Assist State Fire Marshal or Fire Chief, when requested, with items including, but not limited to: determining cause of origin, cause and loss value of fire incidents, collection of evidence and participate in prosecution activities.
      6.   Provide code compliance information to contractors, job managers and builders.
      7.   Assist Fire Department with building information and perform preplans.
      8.   Provide special training when requested to first responders. (Ord. 1705, 11-20-2017)
