3-1-2: BUILDING INSPECTOR DUTIES:
It shall be the duty of the building inspector to see to the enforcement of all ordinance provisions relating to building or zoning, to inspect all buildings or structures being constructed, repaired or altered as frequently as may be necessary to insure compliance with all Spring Valley City ordinances and Building Codes adopted by the City of Spring Valley, and to discharge any other duties assigned to the building inspector by the Mayor of the City of Spring Valley with the consent of the Spring Valley City Council. The building inspector shall perform the following duties which are intended to be examples of, but not an exclusive list of the building inspector's duties: (Ord. 1738, 1-28-2019)
   (A)   Enforces City's zoning ordinance and all adopted Building Codes, including Plumbing, Electrical, and Engineering Codes.
   (B)   Review all building and zoning requests in the City of Spring Valley.
   (C)   Respond to inquiries and confirm compliance for a proposed or existing use of site.
   (D)   Responsible for issuing all building and demolition permits.
   (E)   Responsible for the enforcement of other City ordinances, such as inspection of vacant buildings, inspection of residential rental property, inspection of signs and inspection of demolition projects.
   (F)   Acts as a liaison to the City Engineer, Spring Valley Plan Commission, Spring Valley Board of Zoning Appeals, and Spring Valley City Attorney.
   (G)   Prepares monthly and annual reports to City Council pertaining to building activities that include number of permits issued, to whom they were issued, the amount of fees collected and the estimated value of the project. Prepares monthly reports to the City Council pertaining to building inspections conducted by the building inspector which include the date of the inspection, the owner of the property, the location of the property and any defects noted during the inspection. Provides a monthly report to the City Council listing all deficiency notifications issued by the building inspector, including the name of the property owner to whom the deficiency notice was sent, the address for the property and a description of the deficiency.
   (H)   Maintains a daily activity log for all fees associated with specific types of building permits.
   (I)   Coordinates inspection services as needed.
   (J)   Reviews plan and document submittals required for building permits.
   (K)   Responsible for the review of the International Building Code, International Mechanical Code, International Fire Code, International Fuel Gas Code, National Electric Code, International Energy Conservation Code, Illinois State Plumbing Code, and Illinois Accessibility Code for the necessary upgrades. Provides recommendation to the City Engineer, the Spring Valley Plan Commission and the Spring Valley Board of Zoning Appeals, prior to Spring Valley City Council approval.
   (L)   Performs various office duties including filing, record keeping, report writing and data entry as it relates to the building inspector's duties.
   (M)   Handle all of the duties of the Zoning Administrator as defined in subsection 14-10-2(B) of this Code.
   (N)   Is responsible for conducting all inspections required pursuant to the Spring Valley, Illinois residential rental property nuisance prevention ordinance. (Ord. 1705, 11-20-2017)
