2-11-2: CREATION OF INDUSTRIAL DEVELOPMENT COMMISSION OF THE CITY:
There is hereby created a body politic and corporate to be known as the industrial development commission of the city. The commission is constituted a public instrumentality of the city and the exercise by the commission of the powers conferred by this chapter shall be deemed and held to be the performance of an essential public function.
