The city has decided not to establish a separate and independent emergency service and disaster agency. Rather, the city council of the city has deemed it appropriate to act in liaison with the emergency service and disaster agency provided to the residents of the city by Bureau County, Illinois. The Spring Valley liaison officer shall operate as a liaison with the Bureau County ESDA and the Spring Valley liaison officer shall perform no functions other than those liaison officer duties specifically enumerated in section 10, subparagraph E of the Illinois emergency service and disaster agency act of 1988 (PA 85-1027).
