§ 174.15  PERSONS ALLOWED USE OF LAKE.
   (A)   No person shall have the right to fish, wade, swim, boat, ice-skate or have any other right to the use of the lake except as provided and set forth in this chapter. For the purpose of this subchapter, the following definitions of terms shall apply.
      IMMEDIATE FAMILY.  Members of the household of a property owner or permanent resident who have lived in the town for the immediate preceding 30 days.
      PROPERTY OWNER.  Owns real estate in the Town of Spring Lake, whether encumbered or not.
      PERMANENT RESIDENT.  One who lives and has lived in the town for the immediate preceding 30 days, and maintains a separate household or living quarters in the town.
   (B)   Property owners and their immediate families shall have all of the privileges of the use of the lake subject to rules and regulations established by the Town Council from time to time. Exception: a property owner who leases his or her real estate or sells the same on contract shall not be permitted the use of the lake.
   (C)   Permanent residents shall have all the privileges of the use of the lake in the same manner and to the same extent as property owners.
