None of the area known as the Community Center, which is located on the original plat of the town on the three lots numbered 120 - 121 - 122, is part of the street system of the town. The use of the parking areas which is part of the Community Center is restricted to the use of persons using the Community Building, using the Community Picnic Area, using the Community Play Grounds, using the Spring Lake beaches, fishing in Spring Lake, and to guests of residents of the town when given permission to use same. Such permission shall only apply for a specific instance and shall never be given for a period in excess of two days.
