(A) The Street Commissioner, under the direction of the Town Council, shall have charge of all storm sewers, together with all appurtenances belonging thereto, and shall be charged with the duty of caring for same in whatever manner and at whatever time shall be necessary for the proper functioning of any or all parts of the system or systems.
(B) The Clerk-Treasurer or any other employees of the town, while employed by said town, shall not perform any labor or use or permit to be used any materials belonging to said town, for the benefit of any private sewer or drain serving the premises of any individual.
(C) The term public storm sewer or drain shall mean the main lines of sewers or drains located in the public streets or alleys, and shall not be construed to mean a branch or lateral sewer or drain serving the premises of any individual.
