(A) The County Sheriff will be the first to respond to the scene and determine if the situation merits an AMBER ALERT.
(B) Those conditions are as follows:
(1) The child must be under 18 years of age;
(2) The child must be believed to have been abducted and in danger of serious bodily harm or death; and
(3) There must be enough descriptive information to believe the broadcast will help, and sufficient information is available to disseminate to the public that could assist in locating the child, alleged suspect or the alleged suspect’s vehicle.
(C) The County Sheriff will notify the dispatch/communications supervisor. This supervisor will then make the appropriate notifications within the Department that will ensure a full response to the incident. In the event an AMBER ALERT is called, a significant effort will be made to notify all officers and reserves within Hancock County in the effort to recover the abducted child.
(D) Notification will be made to the state police for dissemination to the media by emergency alert system. The HCSD detective sending the information to the state police will ensure that a picture of the victim and/or of the suspect and the suspect vehicle is e-mailed. In addition, an e-mail will be sent to Crime Stoppers of Indiana for inclusion in their web site.
(E) An AMBER ALERT activation will use all available resources, including but not limited to search groups, the County Sheriff’s Department, Greenfield Fire Department, ISP helicopter and the like, in order to bring about a successful conclusion to the event, and that search group will be notified by the county’s dispatch when requested.
(F) Once the event has drawn to a conclusion, critical incident debriefing will take place with all participants involved in an effort to improve the delivery of services during this type of investigation. All forms and information will be forwarded to HCSD to then be forwarded to the Missing Children’s Clearing House for record-keeping.
