All trenches and excavations made by any person or persons, firm, or corporation, in the streets, alleys, or public grounds, or under the sidewalks of the city, for the purpose of making service sewer connections, shall be partly filled with dirt, wet down with water, and thoroughly tamped, and such process to be continued until all earth removed from the excavation is put back into the trench, and leave the trench in a smooth, even, and firm condition.
