For the purposes of this chapter, multiple-units shall consist of two or more residences, households, dwellings, or establishments located in the same building or premises. A separate unit, for instance, engaged in doing light housekeeping shall be considered as a unit in determining whether a multiple-unit classification exists. The Common Council reserves the right to evaluate the sewer rental hookups and to determine which one of the said rates, or if necessary, what rates for special circumstances not covered by the said rate schedules, shall apply.
