It shall be unlawful for any person or persons, firm, or corporation to make connections, attach to or tap any lateral sanitary or trunk sewer in the city, or make any excavations in the streets, alleys, or public property of the city, or under the sidewalks of the city, for the purpose of making such connections or attachments to any sewer, without first having obtained a permit therefor from the Utilities Superintendent of the city, said Utilities Superintendent to serve also as the Sewer Inspector referred to hereinafter.
