(A) Water may be sold in bulk to commercial, domestic, and private water users or haulers. The rate(s) for such bulk water rates shall be established by the Common Council by resolution from time to time.
(B) The Common Council shall reserve the right to implement, develop, establish, and/or maintain procedures and regulations for administering the sale of bulk water, or designating a central pickup and loading point therefor.
