§ 50.02 PERMIT.
   It shall be unlawful for any person or persons, firm, or corporation to make connections, attach to any water main in the city, or make any excavations in the streets, alleys, or public property of the city, or under the sidewalks of the city, for the purpose of making new connections or attachments to any water main without first having obtained a permit therefor from the Common Council, the Building Permit Committee designated by the Council, the Municipal Finance Officer, or the Utilities Superintendent of the city. The Utilities Superintendent shall serve as the inspector for such connections and installations.
