This district is intended to provide for the future development of new industrial and certain commercial activities in areas where municipal utilities are most readily available, and in areas where ingress and egress can be provided in a safe and convenient manner. The activities located in this district should be engaged in either manufacturing, wholesale commercial trade, or commercial trade, with the majority of the trade or commerce having a market area external to the immediate city area. It is further intended that activities proposing to locate in any of the areas designated Industrial shall satisfy the Planning Commission and the Common Council that the activities conducted in the aforementioned areas shall conform to the pollution control standards in existence for the state. No use shall be permitted that does not conform to these minimum pollution control standards.
