Whenever the Common Council shall desire to make any of the improvements named above upon any street, avenue, or alley, and divide the cost of the special assessment therefor into installments, the resolution therefor declaring such construction necessary shall state and fix the percent of the cost or special assessment which may be paid annually, if the property owner wishes to pay the special assessment in part payments or installments.
