§ 152.16 PERMIT TO BUILD.
   Any person, firm, or corporation desiring to build or construct any sidewalk, curb, or gutter shall, before commencing construction thereof, procure from the Street Superintendent a permit therefor, and in no case shall such a permit be granted unless the particular sidewalk, curb, or gutter is to be constructed in strict conformity with the requirements of this chapter.
