The street grade for the crown of all streets at the center line shall be the same elevation as a straight line drawn at right angles across the street from the established grade at the lot line to the established grade at the lot line of the opposite block, except that on Eighth Street between Cedar and Elm Streets, the grade for the crown of the street at the center line shall be the same elevation as a straight line drawn at right angles across the street from the grade as established at the outer edge of the sidewalk, ten feet from the lot line to the grade at a corresponding point on the opposite side of the street.
