No person or persons shall, upon the public streets of the city, fly any kite, throw stones, clods, or snowballs, roll hoops, throw balls, or engage in any sport or exercise liable to pose a safety threat, or obstruct any lawful business of any person or be liable to result in the injury of persons lawfully on the streets, or injury to buildings or windows adjacent thereto.
