The failure of any elective officer to qualify and enter upon the duties of his or her office within ten days after notice of his or her election or appointment shall constitute a just cause for removal from office, and shall cause or constitute a vacancy in office. An elective officer may be removed from office by action of the Common Council for malfeasance in office, act(s) constituting conflict(s) of interest, incompetence, disability, and/or legal incapacity.
