No collector shall haul any garbage in the city without having first procured a license issued by the Municipal Finance Officer. After approval by the Common Council, the Municipal Finance Officer shall issue a license to haul garbage in the city to any person, upon presentation of a receipt showing that the applicant has paid to the Municipal Finance Officer a sum equivalent to $10 per year, and shall expire on January 1, next following the date of issuance thereof.
