No person shall use, occupy, or be present in the public parks, controlled by the city, during the following hours, without the express, written authorization of the appointed Common Council Parks Committee:
(A) Terrace Park: Between the hours of 11:00 p.m. and 7:00 a.m.; and
(B) College Memorial Park: Between the hours of 11:00 p.m. and 7:00 a.m.
