(A) The terms of elective officers shall be for two years. Council members from each ward shall be elected on a rotating, alternate-year basis, so one Council member from each ward shall be elected each year by annual election. Each elective officer, after being elected to fill an expired-term vacancy, shall enter upon the discharge of his or her duties:
(1) At the first regular meeting of the Common Council in the month following the annual city election; and
(2) As soon after such officer shall have qualified.
(B) Thereafter, such officer shall serve until the expiration of such term, and until a successor has been elected (or said incumbent officer has been re-elected) and qualified at the first regular meeting of the Common Council following such election.
