The fees and charges of the Chief of Police, or other person designated by him or her, for taking up and caring for animals under the provisions of this subchapter, shall be as follows: for each cow, heifer, steer, bull, stag, calf, horse or mule, hog, sheep, or goat, $25. In addition to the foregoing fees for impounding, the actual charges for keeping and the expense of giving notice and selling the same, in the case of a sale thereof, before claimed by the owner.
