Whenever the Chief of Police, or any other person under his or her direction, shall take up any animal or animals, or livestock or poultry, under the provisions of this subchapter, he or she shall immediately cause personal notice thereof to be given to the owner or person in charge of such animals, if known, and if the owner or person in charge thereof is unknown, then by posting such notice on the front door of the building in which the Council usually meets, such notice to contain a description of such animals so impounded with any marks or brands that may be on the same, and to state the time of the distraint of such animals.
