The yeas and nays shall be taken upon the passage of all ordinances and resolutions and upon any proposal to create a liability against the city for the expenditure or appropriation of its money, and in all other cases at the request of any member and a record of the vote of each Council member, when required, shall be entered in the journal of its proceedings. The concurrence of the majority of all the Council members shall be necessary to the passage of any such ordinance, resolution, or proposal to create a liability against the city for the expenditure or appropriation of its money. It shall require a two-thirds vote of all of the Council members to sell any property.
