Service of the notice and order upon persons in § 90.044 shall be made either personally or by mailing a copy of such notice and order by certified or registered mail, postage prepaid, return receipt required (or by comparable means, in the event of postal changes). If no address of such person(s) appears to be, or is known, to the Building Inspector, a copy of the notice and order shall be published two consecutive times in the official legal newspaper of the city. The failure of any such person to receive such notice shall not effect the validity of any proceedings taken under this subchapter. Service by certified or registered mail in the manner hereto provided shall be effective on the date of mailing. Service by legal publication shall be effective on the date of final publication.
