All design and construction proposed within the right-of-way of existing streets, and all design and construction of new streets intended to be dedicated to the township, shall conform to the following publications of the Pennsylvania Department of Transportation:
(A) Publication 408, Specifications, dated 1987, as amended;
(B) Publication 13, Design Manual Part 2 - Highway Design, dated August 1981, as amended;
(C) Pa.Code, Title 67, Transportation, Chapter 441, Access to and Occupancy of Highways by Driveways and Local Roads, dated January 1992, as amended;
(D) Publication 68, Official Traffic Control Devices, Title 67, Chapter 211, dated June 1975, as amended; and
(E) Publication 203, Work Zone Traffic Control, (67 Pa.Code, Chapter 203), dated September 1983, as amended.
