The following criteria shall be evaluated when considering the need for speed humps on multiple streets.
(A) In order for speed humps to be installed, speeding, excessive traffic volume or excessive cut through traffic will be evaluated based upon a traffic study conducted in accordance with the guidelines contained in the Traffic Calming Manual.
(B) Speed humps will not be installed on state roadways.
(C) The legally posted speed limit on the street shall not exceed 25 mph.
(D) The minimum length of the street shall be at least 1,000 feet. Speed humps may be installed on a 1,000 feet or more portion of a street.
(E) The average daily traffic (ADT) shall not be less than 100 vehicles per day, which shall be determined by an automated traffic count of not less than three days duration, conducted by the township. Manual counts may be used at the township’s discretion.
(F) The average vehicle speed (based upon the eighty-fifth percentile of the speeds recorded during the traffic count) shall not be less than ten in miles per hour over the legally posted speed limit, which shall be determined by an automated speed study of not less than three days duration.
(G) The township may analyze the number of accidents on the affected roadway, over the most recent three-year period, to ascertain the extent to which excessive or unsafe speeds were a contributing factor.
