The township shall create water districts to be served by the Authority. The first being the area encompassed by the service area of the Springtown Water Authority. Mandatory connection shall not be required of improved properties between the initial service area and any water district created after the effective date of this chapter. Owners of improved properties exempt under this section may make connection upon authorization granted under the procedures of this subchapter and payment of all necessary costs.
