§ 1-1001 GENERAL PROVISIONS; RETENTION OF SECOND CLASS CITY GOVERNMENT.  
   The City of Springfield, Nebraska is hereby found and declared by the 1980 United States Census, to have decreased in population until it has a population of less than eight hundred (800) inhabitants and more than one hundred (100) inhabitants. The Mayor and City Council hereby declare it in the best interest of the City of Springfield, Nebraska to remain a City of the second class. Upon proclamation of such by the Secretary of State, the City shall continue to be governed by the laws of the State of Nebraska applicable to Cities of the Second Class. (Ref. 17-305 RS Neb.) (Ord.
