(1) Before such license shall be issued there shall be a favorable recommendation by City designated agents; and the premises must be inspected and approved by the City’s authorized representative or other City designated agents as complying with all provisions of this Article and all other applicable ordinances of the City; whereupon it shall be at the discretion of the City Council to issue the same.
(2) Licenses issued under the terms of this Article shall convey no right to erect any building, to do any plumbing work, or to do any electrical work except upon a permit issued in conformity with existing building, electrical, and plumbing codes of the City.
