§ 8-319 STREETS; RIGHT-OF-WAY PERMIT.
   Any person desiring to perform work in the City's right-of-way shall obtain a permit to occupy or use the city road right-of-way. Construction shall comply with the current edition of the State of Nebraska Department of Roads Standard Specifications for Highway Construction and comply with the following regulations:
   (A)   No open cuts of any kind, including boring, on hard surfaced roads will be allowed, except by express written permission from the City and as outlined in §8-401.
   (B)   Backfill of open trenches shall be placed in lifts not exceeding eight (8) inches uncompacted thickness and each layer mechanically compacted at optimum moisture content (eighteen percent (18%)) to a density at least ninety-five percent (95%) or equal to that of the existing undisturbed ground which will prevent excessive settlement or shrinkage. Compaction tests shall be required with test results given to the City for their records. Photos shall also be submitted showing before, during and after construction.
   (C)   No backfilling shall take place in freezing weather except with the permission of the City. No backfill shall be made with frozen materials.
   (D)   All disturbed areas shall be left in a condition as near to original as possible (grading, rock replacement, seeding or sod). All applicants shall be required to maintain said area for a six (6) month period following the completion of work. At any time within the six (6) month time period the contractor will be notified by the City if any re-compaction in the construction area or road material (i.e. rock, gravel, and the like) is to be repaired or replaced.
   (E)   Trenching across gravel roads will not be permitted without the approval of the City and only provided it is accomplished in increments of one-half of the roadway at a time. At least one-half of the traveled width of the roadway shall be kept open and free of obstruction at all times.
   (F)   The applicant is responsible for all barricading. Barricades shall conform to the barricading standards, specification, methods and materials as per the Manual of Uniform Traffic Control Devices.
   (G)   The closing of a road will not be permitted without approval of the City.
   (H)   The applicant shall provide the City with a certificate of insurance naming the City of Springfield as an additional insured. (Ord. No. 1057, 12/1/20)
