§ 5-701 TRAFFIC VIOLATIONS BUREAU; ESTABLISHMENT.  
   For the purposes hereinafter provided, there is hereby established a Traffic Violations Bureau which shall function as a part of the office of the Mayor, under the direction of the City Clerk.
