The Mayor and City Council, in lieu of creating and maintaining a municipal Police Department, may contract with another duly authorized law enforcement agency for the performance of all or a part of the services required to carry out and enforce all laws of the Municipality, and orders of the Mayor, for the preservation of peace, order, health, safety, and welfare thereof.
