§ 3-120.03 MUNICIPAL WATER DEPARTMENT; METER INSTALLATION; MULTIPLE UNIT: FLEX SPACES.  
   Any building in a zoning district zoned Industrial, Light Industrial, Business Highway, Business Park or Mixed Use, designed to, or that is used to, provide space for multiple (more than one (1)) businesses or business entities to carry on separate businesses or trades under a common roof; including buildings designated as "Flex Buildings", or "Flex Spaces", or any similar building shall have at least one meter that does not take water from another metered line or building. Additional meters may be purchased and installed for tenants in the same building provided they are all located near the service entrance, not sub-meters, and each meter make a direct connection to the main with a separate shutoff at the main. In such circumstances where the building does not have separate meters, minimum charges will be applied to the building based on the number of water rough ins in the building plans approved by the City. Any changes to the number of water rough ins must be approved by the City and the new number of water rough ins will be the number of minimums charged. Overage charges shall be applied to the building as an accumulation of the entire building's usage. The property owner shall be responsible for payment of the water utility bill. (Ord.
