Any person petitioning to have a street, alley, or any portion thereof, vacated or narrowed as provided by law shall do so on forms available from the office of the Clerk of the City Commission and shall submit together therewith the following items:
(a) A plot plan which indicates the street, alley, or portion thereof to be vacated or narrowed and the adjoining properties and their owners;
(b) The names and addresses of all property owners within 200 feet of the street, alley, or portion thereof to be vacated or narrowed;
(c) A written statement setting forth the reasons for requesting such a vacation or narrowing;
(d) An application fee of $90.00 if the right-of-way is located in a district zoned RR-1, RS-5, RS-8, RFBH, RM-12, RM-20, RM-44, or RM-44A or an application fee of $180.00 if the right-of-way is located in any other zoning district; however, petitions filed by the Board of County Commissioners of Clark County, Ohio, shall be exempt from the payment of the application fee.
