Property, both real and personal, and services donated, devised, dedicated or otherwise given to the City without cost, excepting recording fees, may be accepted by the City Manager on behalf of the City, provided the value of the property or services does not exceed ten thousand dollars ($10,000), the estimated expenditures by the City related to the property or services for a period of twelve months will not exceed ten thousand dollars ($10,000) and the City Manager finds that acceptance of the property or services is in the best interest of the City. A record of property and services accepted by the City Manager shall be recorded in the City Manager's journal. All other property, both real and personal, and services donated, devised, dedicated or otherwise given to the City may be accepted by the City only by ordinance of the City Commission, which ordinance shall contain a finding by the City Commission that acceptance of the property or services is in the best interest of the City.
