Each and every person, firm, or corporation purchasing, selling, exchanging, or receiving used or secondhand motor vehicles, parts or accessories thereof shall prepare and deliver to the Police Chief on or before 12:00 noon of the next day following, a legible and correct copy from such book entries, showing the description of the motor vehicle or part thereof purchased, sold, or exchanged, the factory number of the machine and engine, the name, description, and place of residence of the person from whom purchased or exchanged.
