Each and every person, firm, or corporation purchasing, selling, exchanging, or receiving used or secondhand motor vehicles, parts, or accessories thereof shall post in a conspicuous place in his place of business a sign having his name and occupation legibly inscribed thereon, and keep a separate book, open to inspection to members of the police force or other persons, in which book shall be written the name and description of the motor vehicle or part thereof purchased, sold, or exchanged, the factory number of the machine or part, the number of the engine, the name, description, and residence of the person from whom purchased and received and the day and hour when such purchase or exchange was made. Each entry shall be numbered consecutively, commencing with number one.
