The City shall not enter into a contract for which the preparation of a cost estimate is required with any person whose bid is in excess of one hundred ten percent (110%) of such estimate; however, if bids are taken for a contract which requires the preparation of a cost estimate and which is divisible into separate parts, then the City may enter into a contract for any such part with a person whose bid does not exceed one hundred ten percent (110%) of the estimated cost for such part.
