355.04 MONOPOLY BY ONE CAB OWNER PROHIBITED.
   Except as otherwise directed by the City Manager, not more than one cab of one owner shall at one time occupy any stand having a capacity of three vehicles or less; not more than two cabs of one owner shall at one time occupy any stand of greater capacity than three vehicles. Should more than the legal number of taxicabs belonging to one owner occupy a given stand at one time, the last cab or cabs belonging to the owner in the line shall be deemed the violator or violators.
