Any taxicab stand so established shall be subject to the regulation that only taxicabs in such numbers as set forth on the approved police sign shall remain at any taxicab stand while awaiting for passengers, and only in single file, headed in accordance with the traffic regulations. No taxicab standing at the head of any such line shall refuse to carry any orderly person applying for a taxicab who agrees to pay the proper rate of fare, but this regulation shall not prevent any person from selecting any taxicab he may desire on such stand, whether it be at the head of the line or not.
