The City Manager is hereby authorized and directed to establish upon such streets as in his opinion will serve the best interest of the public, taxicab stands, where it shall be lawful to permit taxicabs to park for a period not exceeding one hour while awaiting passengers for hire; provided, however, not more than two taxicabs shall park on each side of any street in any square outside of the taxi stands.
